जो सदाचारी, विनयवान, विवेकवान, विद्वान्, पवित्र, तत्त्वों का ज्ञाता, क्रोध-लोभ रहित, बुद्धिमान, सब दर्शनों-मतों के सारभूतज्ञान का ज्ञाता, संसार से भयभीत है, मर्यादा से युक्त है वही श्रेष्ठ वक्ता है।

He who is virtuous, humble, discerning, learned, pure, a knower of the truths, free of anger and greed, wise, a knower of the essence of all philosophies and doctrines, fearful of worldly bondage, and endowed with propriety — he alone is the finest orator.
